Notification of Nondiscrimination

In its efforts to promote nondiscrimination, Rice CISD does not discriminate on the basis of race, religion, color, national origin, gender, or disability in providing education services, activities, and programs, including CTE programs, in accordance with Title VI of the Civil Rights Act of 1964, as amended; Title IX of the Educational Amendments of 1972; and Title II of the Americans with Disabilities Act of 1990 (ADA), as amended, which incorporates and expands upon the requirements of Section 504 of the Rehabilitation Act of 1973, as amended.  The following person has been designated to handle inquiries regarding the nondiscrimination policies: Kenny Center, 1094 Raider Drive, Altair, TX 77412 979.234.3531

Rice CISD offers career and technical education programs in Agricultural Food and Natural Resources, Audio Visual Technology and Communication, Hospitality and Tourism, Cosmetology and Personal Care Services, Business Management, Agricultural Technology and Mechanical Systems, and Health Science .

All students interested in CTE Programs of Study must complete an application. The application is scored using a standardized rubric, based on the following objective criteria:

Grade-Level Appropriateness – Verification that the student’s current grade level aligns with course sequencing.

Intent to Complete Program – Student articulates a clear plan to complete the full sequence of courses in the selected Program of Study.

Post-Secondary Intent – Students express an intention to continue in the field through post-secondary education or training.

Career Alignment – Student demonstrates interest in pursuing a career related to the Program of Study.

Prior Related Coursework or Experience – Consideration of any relevant courses taken or occupational experience (e.g., internships, volunteer work).

Following the scoring process, applications are entered into an open-access lottery system. This lottery ensures that all students who apply—regardless of race, color, national origin, sex, disability, language proficiency, or academic performance—have an equal opportunity for selection.

This hybrid approach (scoring + lottery) ensures a balance between student interest and commitment, and equitable access when program capacity is limited.

Rice CISD is committed to maintaining equitable access to all CTE programs. To monitor this commitment:

An annual equity audit is conducted to analyze enrollment trends across subgroups, including race, gender, disability status, and English Learner (EL) status.

Any disparities identified through the audit trigger targeted outreach and support strategies, such as:

Focused information sessions for underrepresented groups

Counselor follow-ups with students and families

Adjustment of marketing materials to ensure inclusivity and accessibility

The CTE Course Catalog and Course Descriptions can be found in the links below.  A Spring informational meeting will be held for all 8th grade parents and students as well as any students that would like to come and receive information for each program.  Please be on the lookout for the specific date of the informational meeting.
